No substantive technical review.
No referral.
Just institutional deflection.
This is not incompetence. It is systemic protection of the status quo.
The Ruler Analogy
Trying to understand the true elastic behaviour of structures using coefficient tables is like attempting to measure the length of a ruler by how fast you wave it — and then pretending the ruler itself doesn’t exist. It is a fundamental circular error.
Yet this is precisely what the coefficient defenders continue to do.
