Dear Human
I am seeking assistance to raise an issue which may at first glance appear trivial, but I believe carries a risk of catastrophic failure of any reinforced concrete structure on a global scale. Also, and of greater concern, is that using the energy of the anti-clockwise moment for structural support is parasitic – the loading acts subatomically and causes a reaction from the gravity strength of the planet, increasing it over time. The momentum of the planet is what control the stability of its orbital axis. Lewe proves that the z axis of greatest mass moment is in the centre of the planet, and subsequently the y axis is unstable and periodic. The Dzhanibekov applies to our NS magnetic pole, it switches far more often than Science is currently predicting. Lewe’s paper must be brought into the light, whatever wrongs have been done can only begin to be made right when the truth of Nature’s Laws is allowed to stand in full comparison with Man’s. We will see, at last, who we truly are.
The positive moment proven by Dr Viktor Lewe means that all reinforced concrete pushes against gravity itself with an additional force applied at subatomic level. I believe that this is having an impact on Earth’s gravity, and that it is increasing in strength due to the slowing of the planet’s momentum. Sounds fantastic? How would we know, except by how we feel? In 1983, at the behest of CERN, the metre std was linked to the speed of light. Any change to this speed will now be masked by this move. Our baseline clocks are set atomically. How would we know that time itself was slowing? How can we possibly measure it now when we have to rely entirely on Science for the information? They have moved themselves outside the orbit of Engineer’s audit and they have imperilled us all by so doing. If it can be demonstrated through independent assessment of Lewe’s work that there is no risk, then that will be an enormous relief, but at the very least a correction should be made to the historical record through restored references with recognition given to Lewe for what I consider is a very significant and singular contribution to engineering practice.
In 2008, whilst writing my civil engineering degree thesis, I discovered a publication that contained information that had no reference. I was a mature student, in the middle of a career change, but I knew that it was highly unusual to find engineering information that had no provenance because design practice stands as legal procedure and may need to be defended in court. The document in question is Domel and Golgate, 1993, Circular Concrete Water Tanks without Prestressing, Portland Cement Association, Illinois, and in particular, the appendices of coefficient tables – the method of derivation is not demonstrated. My concern at that time was that engineers would be using the document without understanding this specific risk to themselves, or to any business they work for so, as part of my thesis, I tried to identify what were the correct references and what was the underlying theory.
The 1993 PCA document says, by way of introduction, ‘the theory… is still valid, but nowhere does it say what the theory is.
It then it has this note stating that it is up to individual engineers to assess the significance and limitations of the information

Not saying what the theory is rather negates any individual evaluation, no? If a barrister asked an engineer in court about checks on source material, the PCA document would be no defence.
The PCA document includes appendices with tables of coefficients which are the foundation of their design practice, but give no information about how these tables have been calculated. I did notify the author and publisher requesting information but there was a distinct unwillingness to engage; they consider the matter closed. I have also alerted the ICE and ASCE. Note that also the publication includes no information about previous editions, but I know it was first issued 1942, (I have a PDF from Stanford University) and was reissued at least once, in 1965 (which is the edition I referred to in my thesis).
After research I can now identify a single paper directly linking ‘the theory’ to a 1915 paper published only in German by Dipl.Ing Dr.sc.nat Viktor Lewe – The application of matrix calculus to continuous beams and continuous framed structures. The coefficients in the PCA document are produced using this work on elastic shell theory. The paper is Lewe’s dissertation for his second doctorate, his first is in Physics, and represents a superb effort to translate complex physical theory into engineering practice. Note that German physics was at a pinnacle of achievement around this date, so it really puts Lewe’s work into perspective. And again in terms of provenance, Lewe gained his Physics doctorate under the renowned Alexander von Brill in 1906 and is the only student noted in wikidata for that year. Much of the dissertation is now translated and I conclude that it is Lewe’s dissertation that should be referenced by the PCA; I have informed them, and sent a copy of the original paper, but with no response.
The PCA is a private organisation that has European links going back to the turn of the 20th Century. That Lewe’s paper, and Lewe himself, is not better known is a shame on its own merits; his work links directly to all design practice that uses the PCA tables. I am concerned that the reason that the paper has never seen the light of day is that choices may have been made to leave Lewe in the past, but that these choices have consequences, in the long term. The politically driven short-term funding cycle pushes engineers to make short term decisions and I have encountered this thinking throughout my now twenty year career. It is possible that there are people who know the risk of the positive moment not being factored in, (private organisations, politicians or individual engineers) but they choose to remain silent in the hope that the problems will only come to light when they are long gone, or at least retired.
My most pressing concern is that the information in the PCA publication is corrupted through ignorance of Lewe’s paper, and that the impact is potentially catastrophic to the system of Earth’s gravity; every structure made is at risk, and every human too. What Lewe is proving is that the subatomic structure of load is an anti-clockwise rotational force within the bending moment – the Positive Moment. And crucially what it also shows is that there is a corresponding, but greater, clockwise force reaction. This clockwise force is the natural progression of time itself and is measured by c, the speed of light, so must be factored into design practice; the inherent clockwise moment in the tempered steel will, over time, reduce the anticlockwise loading design that supports the whole structure
