After 18 years of patient, documented effort, the evidence is now stone-cold.

They Classified Our History.

In 2008 I personally used and referenced two key documents in the Institution of Civil Engineers library at Great George Street for my BEng thesis:

Viktor Lewe’s 1915 contribution in Handbuch für Eisenbetonbau (Heft IV u.V)

Portland Cement Association (1965) Circular Concrete Tanks without Prestressing (first published 1942/3)

Both were on the shelves and listed in the catalogue.When I requested copies in 2023, the library confirmed the documents were no longer on the shelf and no longer in the catalogue. My request for an investigation has so far been met with silence.

This is clear evidence of the deliberate removal or suppression of foundational scholarly material.

The Portland Cement Association’s widely used coefficient tables have never properly referenced Lewe’s 1915 work. Repeated requests for correction to ICE, PCA, ASCE and others have been met with the same response: “the matter is closed.”

This has direct implications for nuclear containment safety.

I have logged a formal safety concern with the Office for Nuclear Regulation regarding potential incompleteness in risk assessment and safety factor visibility for reinforced concrete containment vessels. The response so far has been to refer it back to ICE — the same body that appears to have removed the original documents.

This is circular gatekeeping at its most dangerous.

When new geometric first-principles information that could improve safety margin visibility and material efficiency is systematically side-lined rather than examined, public safety is compromised.

The public has a right to know.

Engineers have a professional duty to examine it.

Regulators have a duty to ensure risk assessments are based on complete foundations.

Time to Choose.

Will the Institution of Civil Engineers restore proper attribution to Viktor Lewe (1915), investigate the removal of the documents, and correct the record?

Or will they continue to defend an incomplete, scalar-blind, foundation?

The evidence is public. The correspondence trail is public.

The choice is now theirs.

Summary

Someone removed the original 1915 and 1965 documents from the ICE library.

They closed the matter without review.

They set the system to refer nuclear safety concerns back to the same institution.

This is not oversight. This is gatekeeping.

And it has to stop.
